Four years ago, on his birthday, Ciel's family and staff were all slaughtered, and Ciel and his brother were kidnapped and trafficked to a cult. For a month they were branded, and repeatedly gang raped and drugged as part of a ritual to 'defile their souls', so that one could be suitably used as a sacrifice to summon a demon.
Now, it should be mentioned that "Ciel" is not, in fact, Ciel. It was his brother who was taken as the sacrifice, and subsequently killed. A demon was indeed summoned, but with our twin cursing God's name for the loss of his brother and all their suffering, the demon wound up seeing him as the "master" of the contract the cultists sought.
So this event sparked three key changed on our twin's life. The first being he took his brother's identity. Being the younger twin and a "sickly spare" he decided it would be better if he was the one to die that day, and "Ciel" could live on. The second being the contract he struck with Sebastian, the demon that was summoned. Ciel, being merely ten at the time, would have otherwise had no way to accomplish much of anything. Much less to find and thwart those that his own father couldn't outsmart. The third was a drastic change in personality. Prior to all of this, the boy that would later take his brother's name was a notoriously shy and sickly boy. He was gullible and trusting, and often overheard others speaking how he was unfit to even be a spare given his weak constitution and timid nature. After becoming Ciel, he's grown bold, but closed off, he trusts no one save for the demon that was bound by their contract.
Being powerless is his greatest fear, due to the events mentioned in the above question. His mother and father were powerless to stop their deaths, his brother was powerless to save himself, and "Ciel" was powerless to stop any of this from happening. When Sebastian first asked him what he wished for, he answered one thing: Power.
Ciel doesn't believe in proper "justice", his family does, in fact, work outside the confines of the law in most cases to manage the activities of the underground crime syndicates and whatnot. To him you are either used, or you are the one using others, and that the world is an unfair and unkind place. Justice is a farce, but revenge? Retribution? Those are things he craves- enough that he'd sell his soul to a demon.
Upsetting Ciel is not very difficult to accomplish if you know his past. As much as he tries to close himself off from his "weakness", the events from his birthday left deep scars. In moments when he's either faced with similarities to that incident, whether it's a recreation of the environment, being caged or seeing other children caged, and feeling trapped or powerless can bring all those memories to the forefront of his mind and send him spiraling in a panic attack. It usually involves him freezing, vomiting, and/or acting impulsively.
Given that whenever this happens, the one ultimately responsible usually dies... No, he does not forgive.
While his reasoning is unconventional, the answer would be his personal demon, Sebastian. While Ciel loathes Sebastian, and will often go out of his way to make Sebastian's life as miserable and difficult as he can, Ciel is completely and utterly reliant on him. Serving as his Butler Sebastian helps dress Ciel, cooks for him, brushes his hair, cleans, protects him, helps him manage his nightmares- and yet they seem to utterly loathe each other. Granted, Sebastian devoured his brother's soul, and will devour his eventually, so honestly the animosity on both sides is fair.
While they're technically "bonded", it may seem difficult to imagine Ciel missing Sebastian, but tying into the answer below, it isn't Sebastian he misses, it's his power and the safety that comes with it.
Being powerless. He was powerless to stop his family being slaughtered, he was powerless to prevent the abuse after he and his brother were trafficked to a cult, he was powerless when they slaughtered his brother in sacrifice. He may have a frighteningly powerful demon at his beck and call, but in instances when he's reminded of that powerlessness, or he's put in mortal peril, he is quickly overcome with terror.
Physically Ciel is a small frail boy- the perfect stereotype of the Sickly Victorian Child. He was born with a frail constitution, and asthma (or fantasy asthma/what the Victorian Era Doctors would consider asthma). When he's out in the cold for long periods he falls ill without fail, getting drastic fevers, vomiting, he used to be nearly bedridden and plagued by coughs as a child. While he's grown out of the worst of it, the cold still sets him off and forces him to rely on others to care for him. Even without that he's a very scrawny, unremarkable 14 year old. He's out of shape, lazy, and as pampered as you'd expect English Nobility to be. Aside from being good on horseback, and a decent shot with a rifle, he's functionally useless physically.
Mentally, Ciel struggles with with what happened on his tenth birthday and the weeks that followed when he and his brother were trafficked, which ultimately lead to his brother's death. Ciel tries to muscle through it and ignore it, as he expects a short life, and thus puts all his energy on his goal. However, he's plagued by nightmares at night and waking up screaming isn't a rare occurrence. Reminders of his trauma cause him to freeze and panic, or in one instance giving Sebastian an impulsive command that lead to a number of deaths of children that suffered much like he did. It's something he tries to keep hidden away, but the trauma and PTSD runs deep.
Unsurprisingly given his mental state, his emotional state is never exactly great, couple that off with being a teenager and it just gets worse. He's apathetic, cunning, cutthroat, withdrawn, and lies constantly on a good day. He certainly did not get to where he is by playing fair. Now while Ciel is very mature in that he can run a business, and serves in his capacity as an Earl, he's not completely immune to the siren's call of being an immature teenager. He's petty, hates losing, and prone to just being an outright brat. Sebastian is the most common victim of his antics, where Ciel has done things such as dump hot tea on his hands because it was poorly brewed (Sebastian, being a demon, is always completely unharmed by such things).
Perhaps the most drastic difference between Ciel's inner and outer self... is that Ciel is not, in fact, Ciel. Ciel was his elder twin brother, the one meant to inherit the family's title and become head of the Phantomhive household. He was bold, clever, and put the weight of the family on his shoulders. While the "Ciel" we know through the series was the spare, sickly, gullible, and shy, but cared and loved deeply. However he grew up often hearing others muttering about how useless he was, and how he wouldn't be able to even act as a suitable spare given his frail constitution. He decided that when he grew up he would run a toy shop so that sick children like him would have more to do when inside, as well as to not be a burden on his family.
So when his older brother was slaughtered during their captivity, he decided that he would be the one to "die" that day, and that "Ciel" would continue to live on. No one would have faith in the sickly younger brother running things, so it was both a strategic and emotional move. So outwardly, Ciel emulates all of his late brother's traits. He's bold, cunning, and holds the family's title well despite his young age. He stands tall and proud, and no one doubted for a second that the real Ciel was the one that returned to them (until his brother returned as some sort of pseudo-zombie but that's a whole new can of worms he seems to have compartmentalized for the time being).
But he is not Ciel, not entirely. There are brief glimpses that the child he used to be is still there, small signs that he doesn't like seeing good people harmed needlessly. There have been times when in great emotional distress where he'd call for his brother and long for his protection, he has a deep seated fear of adults, he still loves rabbits and stuffed animals. He even founded a company that caters to women and children, correctly predicting they would be popular in upcoming years. It's incredibly successful, after all, who would know what children like better than him? While portrayed as a shrewd business man, we see him personally giving stuffed animal prototypes a "hug test", and will send send them back if not sufficiently huggable. There are even instances when he worries over good people, he tries to convince a good hearted prince to leave, knowing if he stays he'll get pulled into Ciel's dangerous life. So the unnamed sickly and empathetic twin is still in there, he still wants to shy away, he still loves rabbits and stuffed animals, and has admitted himself that to maintain his facade as "Ciel" forever would be exhausting.
Ciel states himself that he hasn't been able to feel happiness since before the death of his family. Anything short of undoing the tragedy and making him forget all that happened wouldn't be able to bring him happiness. He only fights to keep living to make those that who hurt him suffer like he did, beyond that he's content giving up his life.
Ciel canonly guards himself from making close bonds with others. He knows he's destined to die young, and is wholly focused on his revenge. He's lost so many important people he loves as well, so that no doubt plays a part on his reluctance to form bonds with others. It's to protect others as well as himself.
So in short, there are no characteristics that would make for a good friend. At most he'll tolerate those who are useful, he'll dislike seeing the genuinely good meet a tragic end, but holds no value in them beyond that.
That would greatly depend on what was to be sacrificed, and who he would be sacrificing it for. He's not willing to die until he sees his goals met. So in short, the person must be worth more to him as a pawn than whatever is being sacrificed is useful to him as a tool.
Ciel would, without a doubt, try to warn his younger self of what's going to happen on his tenth birthday. Try to stop any of it from happening. It would be a vain and frantic hope, but something he'd be desperate for.
Ciel is prone to freezing up when afraid, though what he fears tends to be skewed. He doesn't fear death and is prone to being reckless (he's got an ironclad protector in Sebastian though, so technically there's merit to this). However when confronted with his past, he has always frozen up without fail. Usually it's followed up by a full blown panic attack, and getting sick to his stomach.
